Object and Character references always allowed multiple (e.g. %object1% and %object2%) but other reference types do not.

This is especially important for %item% as you may want something like:
Take %item1% from %item2%
(so you can take a parrot character as well as objects from either another object or an NPC)

Multiple %number% references would also be handy:
Set dial %number1% to %number2%
