Since the restrictions following a Display Once tab are not really used (I suppose they could be, but in virtually all scenarios they are not), then it would be better to hide them to simplify the tab.

In the simple case yes, but what if you have alt descs with restrictions as well as display once.
These could fall back to the default description when they have already been displayed, and the tab following the display-once tab could be completely unrelated (ie. use different restrictions).

The restrictions are there if anyone wants to use them. Hiding them would just be a cosmetic alteration and serve no useful purpose.
